Province of Santa Fe moves towards online sports betting tender

The government of the Province of Santa Fe will call for a national and international public tender for the granting of licenses for online sports betting in the province. Signed by the governor Maximiliano Pullaro and the Minister of Government and Public Innovation of Santa Fe, Decree No. 3084/2025, which convenes extraordinary sessions of both chambers of the Legislature, was published in the Official Gazette. It contains twelve key bills of interest to the Executive Branch for consideration before the end of the year.
Message No. 44/25, included by the governor for consideration in extraordinary sessions, refers to the bill approving the terms and conditions of the “National and International Public Tender for the granting of licenses for the implementation, operation and exploitation of online sports betting in the province of Santa Fe”.
Law 14.235, which regulates these activities was enacted at the end of December 2023. It designates the Social Assistance Fund – Lottery of Santa Fe as the authority responsible for implementing the tender. The authority will also be responsible for defining technical requirements and control mechanisms for operators, ensuring compliance, transparency, and security in gambling activities.
The terms and conditions outline several obligations for operators, requiring them to certify their technology and games while adhering to Financial Information Unit (UIF) regulations. Licensees must ensure game integrity, security, and transparency while also mitigating any potential societal risks and collaborating with the State to combat illegal gaming.
Santa Fe’s online gambling bill was approved unanimously in 2023. The new law was put forward just days after the new government took office, with members belonging to the ruling party drafting the text of the new law.
